Assignment Title: Social Safeguards and Grievance Redress Mechanism (GRM) Specialist

The Government of Indonesia through the Ministry of National Development Planning/National Development Planning Agency (Bappenas) has received financing from the World Bank toward the cost of the Global Environment Facility Sustainable Cities Impact Project (GEF-SCIP) and intends to apply part of the proceeds for consulting services.

The individual consultant services include but not limited to:

a. Serving as a focal point and communicator on social issues including, stakeholder engagement, grievance management, and social inclusion;

b. Working closely with PMU to advise PIUs and facilitate stakeholders on social impacts and risks management associated with SCIP activities;

c. Supporting the set up and operationalization of projects Grievances Redress Mechanisms (GRMs) including regular monitoring and evaluation of the GRM effectiveness;

d. Integrating social inclusion (with respect to gender, age, marginalized groups or any other relevant factors) into SCIP activities;

e. Ensuring relevant stakeholders are informed about issues relating to implementation of SCIP social safeguards and providing the required support;

f. Developing materials for capacity building on social risk management (safeguards) and GRM for all SCIP personnel;

g. Develop and implement training plans on social risk management and GRM.

h. Continuous monitoring and maintaining records on the social safeguards’ performance of all PIUs in accordance with the ESMF, ESCP, and SEP indicators;

i. Communicating and acting as a main focal point between World Bank, PMU, PIUs, local governments, relevant ministries, and any participating stakeholders, e.g. consultants, communities, academicians, non-governmental organizations;

j. Conduct periodic assessments, supervision, and visits (at least semi-annually) to ensure compliance, mitigation measures, and propose necessary remedies;

k. Preparing reports covering all social safeguards and GRM aspects of the Project;

l. Carrying out any other duties as recommended by the PMU that contribute to achieving the social safeguards and GRM aspects of the SCIP.

The individual consultant services are expected to start in April 2024 and performed over a period of 21 months. Further detailed Terms of Reference (ToR) for the assignment can be found in the attachment.

The Directorate of Local Development at the Ministry of National Development Planning/National Development Planning Agency (Bappenas) now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Bachelor’s degree in the applied social sciences or other relevant fields, preferably with advanced training on anthropology, communication, socio-legal studies, social policies or safeguards;

• At least five years of relevant professional experience in the area of social engagement and/or risk management related to policies implementation;

• Demonstrable skill in social impact assessments, especially research instruments both qualitative and quantitative;

• Extensive knowledge of the World Bank Environmental and Social Framework (ESF), guidelines and procedures on social safeguards, social assessment, effective stakeholder participation, complaint resolution systems, conflict resolution in the context of development projects, and the prevailing Government of Indonesia’ regulations and legal framework governing social management and GRM;

• Excellent communication and reporting skills are required, particularly the ability to utilize office tools (Microsoft Words, Excel, PowerPoint, or similar applications) and communicate in Bahasa Indonesia and English in written and oral;

• Knowledge of social cultures of the Participating Cities will be an added advantage.

The selected individual consultant will be based in the Jakarta (Indonesia) office.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
