Assignment Title: Study of Dam Asset Management and Implementation of Performance Based Contract in DOISP Dam Phase 2
The Government of the Republic of Indonesia (GoI) has received financing from the World Bank toward the cost of the Dam Operation Improvement and Safety Project Phase II (DOISP II), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing better means for policy and planning coordination as well as enhance performance, output, and outcome of the project. The duration of services will be 12 months. The tasks of Consulting Services are as follows:a) Collect all relevant data and information of the selected dams regarding the existing dam in DOISP Project covering physical parameters (i.e. technical data, services provided, function, etc.); operational data (water table, water supply, spillway discharge, etc.); socio economic information in dam location; spatial plan in dam location; potential for involvement of private or SOE investments; and any other relevant information; and updated it into a GIS database to ease visualization and analysis;b) Identify the key stakeholders of the dam operation and their role in the process.c) Collect and review existing policy documents for dam operation and sustainability; and analyze and summarize the government's policy directions and potential discrepancies among them.d) Conduct an analysis and assessment using HESG tools for selected dam in DOISP Project.e) Conduct dam operational sustainability assessment as per criteria provided in HESG tools and provide dam operational sustainable plan based on life cycle cost analysis.f) Conduct assessment for the existing dam asset management and provide dam inventories and asset management for the selected dam in DOISP Phase II.g) Conduct assessment for the implementation of PBC for dam operation and maintenance, including review the readiness of the regulation, the market, the stakeholders, and institutional arrangement.h) Conduct a Focus Group Discussion and Workshop for Dam Asset Management with relevant stakeholders to present the data collected, the review of policy analysis, the dam sustainable analysis, assessment of the existing dam asset management and best practice, develop the dam asset management tools, and collect their inputs;i) Conduct a Focus Group Discussion and Workshop for the Implementation of Performance Based Contract with relevant stakeholders to present the data collected, the review of policy & regulation analysis, review the market interest through the market sounding, the readiness criteria, and collect their inputs;j) Prepare a presentation material summarizing the Study of Dam Asset Management and Implementation of Performance Based Contract in DOISP Dam Phase II; and conduct a workshop to present the draft result analysis and collect inputs from stakeholders.k) Reflect the inputs received from the stakeholder workshop and prepare the Final Report.l) Presentation in the stage of the Inception Report, Interim Report and Draft Final Report along with document improvements in each stage.The Working Group IV of BAPPENAS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:a. Consultancy service provider company is a company that has license and complete requirements in conducting consultancy services in Indonesia (SIUP, SIUJK).b. Consulting services companies have a valid Business Entity Certification (SBU) from the Indonesian Consultants Association (INKINDO) as follows:- Business Classification: Design Engineering (Construction) and Study, Research & Technical Assistance Services (Non-Construction)- Business Sub-qualification: Design Engineering for Water Resources (Jasa Desain Rekayasa untuk Pekerjaan Teknik Sipil Air), Research Service and Technical Assistance (Jasa Penelitian dan Jasa Bantuan Teknik)c. Consulting services companies have experiences in dam/hydropower in the last 7 years.d. Consulting services companies have experiences in infrastructure asset management in the last 7 years.e. Consulting services companies have experiences in operational and maintenance study for water resources infrastructure such as dam, irrigation, lake, embung, river, coast, etc. in the last 7 years.f. If the consultancy provider in the form of Joint Venture or Joint Operation, then together as the JV, they must comply all requirement as mentioned in point a to point e.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in May 2004 and revised in October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
