Assignment Title:Assessment of Dam
Sustainability in Operational Stage Using Hydropower Sustainability Assessment
Protocol (HSAP) for DOISP Dam Phase 2

The Government of the
Republic of Indonesia (GoI) has received financing from the World Bank toward
the cost of the Dam Operation Improvement and Safety Project Phase II (DOISPII),
and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include
providingbetter means for
policy and planning coordination as well as enhance performance, output, and
outcome of the project. The duration of services will be120calendardays.
The tasks of Consulting Services are as follows:

Collect all relevant data and information regarding
the existing condition of the selected dams in DOISP Project.

Identify the key stakeholders of the dam
operation and their role in the process.

Collect and review existing policy documents
for dam operation and sustainability; and analyze and summarize the government's
policy directions and potential discrepancies among them.

Conduct a sustainability analysis for selected
dam in DOISP Project.

Conduct an analysis and assessment using
Hydropower Sustainability Assessment Protocol (HSAP) for selected dam in DOISP

Conduct dam operational sustainability
assessment as per criteria provided in HSAP and provide dam operational
sustainable plan, dam operational sustainable funding scheme plans including it
source of funds for the selected dam in DOISP Project.

Conduct a Focus Group Discussion and Workshop
with relevant stakeholders to present the data collected, the review of policy
analysis, the sustainable analysis, assessment report and dam operational sustainable plan
for the selected dams in DOISP Project and collect their inputs.

Reflect the inputs received from the
stakeholder workshop and prepare the final Assessment Report.

Group II of BAPPENAS now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the
Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the
Services. The short-listing criteria are:

a. Consultancy service provider company is a company that has license and
complete requirements in conducting consultancy services in Indonesia (SIUP,

b. Consulting services companies have a valid Business Entity Certification
(SBU) from the Indonesian Consultants Association (INKINDO) as follows:

Design Engineering

Business Sub-qualification
: Design Engineering for Water Resources (Jasa Desain Rekayasa untuk Pekerjaan
Teknik Sipil Air)

c. Consulting services companies have a valid ISO 14001 Certificate for
environmental management system.

d. Consulting services companies have experiences in dam/hydropower in the
last 7 years is preferable.

e. If the consultancy provider in the form of Joint Venture or Joint
Operation, then together as the JV, they must comply all requirement as mentioned
in point a to point d.

f. description
of similar assignments, experience in similar conditions, and qualification and
competency of key personnel.

The attention of interested Consultants is drawn to paragraph 1.9 of the
World Bank’sGuidelines: Selection and Employment of Consultants by World Bank
Borrowers published by the Bank in May 2004 and revised in October 2006 and May
2010 (“Consultant Guidelines”), setting forth the World
Bank’s policy on conflict of interest
. In addition, please refer to the following
specific information on conflict of interest related to this assignment:Bank
policy requires that consultants provide professional, objective, and impartial
advice and at all times hold the client’s interests paramount, without any
consideration for future work, and that in providing advice they avoid
conflicts with other assignments and their own corporate interests. Consultants
shall not be hired for any assignment that would be in conflict with their
prior or current obligations to other clients, or that may place them in a
position of being unable to carry out the assignment in the best interest of
the Borrower.

Consultants may associate with other firms in the form of a joint
venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQS method set out in the
Consultant Guidelines.
