Study of Policy and
Strategy Development in Achieving City without Slum in 2025



The
Government of Indonesia has received loan from the International Bank for Reconstruction and Development (IBRD)/World Bank (WB) to fund the National Slum Upgrading Project/NSUP (Loan
8636-ID/ Register 18k6ECNA).



The Government of Indonesia is
implementing a slum upgrading program through KOTAKU (Kota Tanpa Kumuh) or NSUP
(National Slum Upgrading Project) in 269 cities, focusing on basic
infrastructure development. KOTAKU encourages local government to be a leader,
includes empowering the community to achieve city without slum. In accelerating
the slum alleviation, it is necessary to develop various approaches through a
systematic study, such as city-scale development, land regularization, urban
renewal through vertical land consolidation, and illegal settlement upgrading.  The study will also accommodate the
experiences from KOTAKU and elaboration of new ideas from various stakeholders.



One
main agenda from NSUP Component 1 is examining the new approach of slum
alleviation, covering the institutional and policy development as well as the
implementation framework. The Ministry of National Development
Planning/Bappenas as the Program Management Unit is initiating a study on
"Policy and Strategy Development in Achieving City without Slum in
2025".  Besides, the study will be
used as the technocratic planning tools to formulate RPJMN 2020-2024 to
accelerate housing and settlement development, includes slum alleviation
program.



The
goal of this study is exploring innovative ideas to develop the slum
alleviation program. Meanwhile, the objectives of the study are formulating
materials as input for RPJMN 2020-2024 in housing and settlement sector, also
as a means to achieve SDGs 2030.



The
scope of study consists of activities and contents. The activities are the
result of the study, includes background studies, policy innovation, and
program implementation scheme. Meanwhile, the contents are the work phases to
achieve the results, including the regulatory studies (identifying existing
regulations and to anticipate bottleneck from existing regulations and policies),
institutional studies (identifying institutional opportunity and challenge),
formulating implementation scheme, target and indicator, as well as program and
budgeting.



In
general, the methods used in the study are desks study, primary and secondary surveys,
gathering innovative ideas through call for ideas competition, Focus Group
Discussion, and roadshows to several metropolitan areas,



The Ministry of National
Development Planning is inviting the consulting companies with experience in
the strategic planning or public planning management to submit the expression
of interest in providing the consulting services. The interested companies
should provide information to prove their experiences meeting the
qualification, which described below:



·          
Having work experience
in the consulting services at least one project in the last five years, whether
working with government or private sector, includes subcontract experiences
which proven by the contract or letter of reference from the user along with
the statement of project value.



·          
Having
similar experience in terms of the working complexity, methodology, technology,
or other characteristics which can represent the similarities, at least one
project in the last three years, whether working with government or private
sector, includes subcontract experiences which proven by the contract or letter
of reference from the user along with the statement of project value.



·          
Having the
minimum project value at least 50% of the budget in the last 10 years.



·          
Having
experience working with the national or local government, financial
institution, State-Owned Enterprise, or the private property developer.



Several
consulting companies can cooperate as a joint venture or sub consultant to
improve their qualification.



The
consultant companies will be selected with the Consultants Qualifications
Selection (CQS) methods as stipulated in the Guidelines: Selection and
Employment of Consultants by World Bank Borrowers, January 2014 edition.
