Assignment Title: Independent Monitoring and Evaluation (IME) at National Steering Committee on Water Resources (NSCWR)

The Government of Indonesia has received a loan from Asian Development Bank toward the Flood Management in Selected River Basin Sector Project, and intends to apply a portion of the proceeds of this loan to eligible payments under this contract.

Directorate General of Infrastructure under Ministry of National Development Planning/National Development Planning Agency (BAPPENAS) as the Secretary of National Steering Committee of Water Resources, and Directorate Water Resources and Irrigation as the Implementing Agency (IA) are responsible for implementing Independent Monitoring and Evaluation (IME) of the Project.

The project aims to cover a range of structural measures and non-structural measures including flood forecasting, early warning system, and flood risk mapping. This consulting services package will support these following component output’s:

(i)            Monitoring of the project’s physical and financial process as well as the effectiveness and efficiency in achieving major outputs, outcomes and impact.

(ii)           Review and report to NSCWR on progress and inter-agency program planning and coordination.

(iii)          Monitoring and evaluation of the level and adequacy of participation of various stakeholders in the planning, implementing and monitoring of project activities.

(iv)          Monitoring and evaluation of the project’s social, environmental, and economic impacts including the establishment of benchmark using existing government. 

The procurement committee of BAPPENAS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The consultant will be selected in accordance with ADB’s Guidelines on The Use of Consultants (2015, as revised from time to time) and applying Quality- and Cost-Based Selection (QCBS) method. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.

Interested consulting firm should register to ADB CMS and download the EOI form and terms of  reference (TOR) from ADB CMS Website. The deadline for submission of EOI will be on September 18, 2018  as seen on CMS system : http://cms.adb.org.
